Born on April 17, , in Culloden, Georgia, Robinson was the twelfth child of her farmer parents, Owen Boston Gibson and Dollie Webb Gibson.
Following her father's death, 6-year-old Jo Ann and her family relocated to Macon. Robinson was valedictorian of her high school graduating class and became the first college graduate of her family when she earned a bachelor's degree from Fort Valley State College in
